光纤通信和法国电信市场

光纤(optical fiber)是光导纤维的简称，是一种利用光在玻璃或塑料制成的纤维中的全反射原理而达成的光传导工具（source: http://www.cww.net.cn/tech/%B9%E2%CF%CB）。而光纤通信(fiber-optic communication) 作为光纤的最主要应用，就是通过光纤传导集成了信号的光线进而进行信息传播的通信方式。对于相关技术本文不做详细介绍，感兴趣的读者为了进一步了解光纤的信息，可以参考光纤分类术语解释和维基百科中对光纤和光纤通讯的相关条目。
在介绍法国光纤市场发展情况之前，借此机会，本文首先介绍一下法国的电信市场，特别是有线通信市场。由于法国电信公司早期的基础设施投资和法国和欧盟的打破垄断、鼓励竞争的调控政策，法国的有线通信市场的成熟程度，既表现在高质量的通信服务，又表现在低廉的价格上面，在欧洲乃至世界上都处于领先地位。
目前在法国的有线通信市场，在最引人注目的因特网接入方面，呈现三足鼎立的局面。经过一系列运营商的整合，三家最主要的网络运营商(ISP)的市场占有率高达90%，其中隶属于法国电信(France Telecom)的Orange公司稳居第一，占据49.4%的市场份额，排在第二的是刚刚完成并购Neuf Cegetel，市场份额21%, 紧随其次的是Free, 19.7%。Free是法国市场上最活跃的ISP运营商。它锋芒毕露，其独特的商业策略，不断创新的服务和始终保持不变的29.9欧元的月租费用不停的刺激着其他ISP的神经。–即使在其最新开始铺设的光纤网络上，100M/s的网速+无限量下载+Triple play (因特网+有线电视+国际免费座机通信)，Free仍然坚守着其29.9欧元的月租费用不变的原则。
目前法国逐渐普及的是ADSL (Asymmetric Digital Subscriber Line )服务。各运营商的基本服务大致相同，普遍基于Triple Play的概念。比如说Free的一个offer : 带有Wifi功能的免费的机顶盒(set-top box) HD Freebox, 高速ADSL因特网接入 : 下行速度最高28M/s, 上行速度最高1M/s (实际速度随着距离电话交换设备Telephone Switch距离变化), 全球50多个国家和地区座机长途免费，多达200个频道的有线电视，如此种种，全都包括在29,9欧元的月租费用当中 (注：法国最低工资标准是1280欧元/月，2007)。 除此之外，为了相互竞争，Neuf Cegetel额外加入了免费音乐下载服务，而Free则推出了VOD (Video On Demand)服务。
法国的ISP市场这种竞争局面的形成首先应该归功于产业管制机构ARCEP的政策。ARCEP（Postal Services and Electronic Communications Regulatory Authority）强加给传统主导运营商(Incumbent)本地环路开放(LLU, Local loop unbundling) 的政策，从而其他运营商，或者潜在的运营商可以以合理的价格租用France Telecom的本地环路网路。
现在超高速光纤通讯开始在法国发展，一方面各大电信运营商都宣布了雄心勃勃的投资方案，另一方面，在具体行动上又都非常谨小慎微。目前的基础设施建设主要集中在人口密度较大的巴黎地区。运营商的这种姿态，一方面是出于对市场需求把握的不确定性，另一方面也有对可能的管制政策的担心。
光纤通信的网速，如果是光线到楼（FTTB：Fiber to the building），用户可以获得约100M/s的速度，根据用户数目而变化；如果是光线到户(FTTH: Fiber to the home), 用户则可以获得高达1G/s的速度。因为目前的因特网，电视，电话都可以通过ADSL满足，而对如此高的速度，在新的服务出现之前，市场上没有明显的需求。
在管制方面同样存在不确定性。首先专门的条款没有齐备，另一方面，ARCEP和欧盟竞争委员会的意见也不统一。ARCEP把重点放在FTTB和FTTH的差别段上，主张运营上各自铺设网络基础设施，但是所有建筑公用一套光纤通路，满足所有运营商的接入要求；而欧盟委员会的方式更加彻底，如同其在很多行业推荐的分拆传统垄断企业的基础设施部门和服务部门的方案一样，它主张国家出面主导建设，全国共享一套基础光纤网络，而运营商以服务商的身份出现，都不具备基础设施部分，但是以平等的权力接入网络。目前这套方案在各ISP的技术兼容性和未来的创新激励上面，还有问题有待解决。
最后提到一点的是，光纤网络的投资还是比较大的，比如一个ISP在人口密度20 000人/km2 的城市里获得25%的份额的话，那么平均到每个用户的CAPEX是2000欧元（其中土木工程支出占50%，设备支出占25%, 建筑内部铺设支出17.5%, 光纤费用支出仅占2.5%），这其中当然不包括各种日常运营，营销和售后等OPEX的费用。而在这种环境下，Free仍然打着29,9的旗帜不倒，其他的运营商也只能不甘示弱。

法国的通信费用确实便宜，除了上面的宽带服务商，还有很多小公司的服务也不错（打部分在巴黎），就是很多公司打服务电话都是收费的，和国内的10000号不一样，neuf就是这样，不过我们也有同学和他们吵，最后把电话费报销掉的事例

This is getting a bit more subjective, but I much prefer the Zune Marketplace. The interface is colorful, has more flair, and some cool features like ‘Mixview’ that let you quickly see related albums, songs, or other users related to what you’re listening to. Clicking on one of those will center on that item, and another set of “neighbors” will come into view, allowing you to navigate around exploring by similar artists, songs, or users. Speaking of users, the Zune “Social” is also great fun, letting you find others with shared tastes and becoming friends with them. You then can listen to a playlist created based on an amalgamation of what all your friends are listening to, which is also enjoyable. Those concerned with privacy will be relieved to know you can prevent the public from seeing your personal listening habits if you so choose.

Zune and iPod: Most people compare the Zune to the Touch, but after seeing how slim and surprisingly small and light it is, I consider it to be a rather unique hybrid that combines qualities of both the Touch and the Nano. It’s very colorful and lovely OLED screen is slightly smaller than the touch screen, but the player itself feels quite a bit smaller and lighter. It weighs about 2/3 as much, and is noticeably smaller in width and height, while being just a hair thicker.

Apple now has Rhapsody as an app, which is a great start, but it is currently hampered by the inability to store locally on your iPod, and has a dismal 64kbps bit rate. If this changes, then it will somewhat negate this advantage for the Zune, but the 10 songs per month will still be a big plus in Zune Pass’ favor.

The new Zune browser is surprisingly good, but not as good as the iPod’s. It works well, but isn’t as fast as Safari, and has a clunkier interface. If you occasionally plan on using the web browser that’s not an issue, but if you’re planning to browse the web alot from your PMP then the iPod’s larger screen and better browser may be important.

Between me and my husband we’ve owned more MP3 players over the years than I can count, including Sansas, iRivers, iPods (classic & touch), the Ibiza Rhapsody, etc. But, the last few years I’ve settled down to one line of players. Why? Because I was happy to discover how well-designed and fun to use the underappreciated (and widely mocked) Zunes are.

This is getting a bit more subjective, but I much prefer the Zune Marketplace. The interface is colorful, has more flair, and some cool features like ‘Mixview’ that let you quickly see related albums, songs, or other users related to what you’re listening to. Clicking on one of those will center on that item, and another set of “neighbors” will come into view, allowing you to navigate around exploring by similar artists, songs, or users. Speaking of users, the Zune “Social” is also great fun, letting you find others with shared tastes and becoming friends with them. You then can listen to a playlist created based on an amalgamation of what all your friends are listening to, which is also enjoyable. Those concerned with privacy will be relieved to know you can prevent the public from seeing your personal listening habits if you so choose.

The new Zune browser is surprisingly good, but not as good as the iPod’s. It works well, but isn’t as fast as Safari, and has a clunkier interface. If you occasionally plan on using the web browser that’s not an issue, but if you’re planning to browse the web alot from your PMP then the iPod’s larger screen and better browser may be important.
